When a major utility company needed to relocate a flood-prone substation and upgrade its infrastructure, they understood that success would depend on more than just engineering—it would require strategic communication, public relations, and strong community engagement. That’s why they brought in Grimm & Grove, a communications firm that specializes in public relations for utility and real estate clients. Our team was tapped to develop and execute a proactive outreach strategy that would help earn public trust and ensure a smooth rollout of the project.

Project Background

Following the devastation of Hurricane Ida in 2021, which caused significant flooding and service disruptions for over 30,000 customers, the utility committed to building a new, more resilient substation located outside of the floodplain. The goal: improve grid reliability, reduce outages, and support the region’s transition to cleaner energy sources like solar and electric vehicles.

While the technical need was clear, community acceptance was critical—especially with the new site positioned in a residential area. The utility engaged Grimm & Grove in summer 2024 to lead a full public relations and community outreach campaign ahead of construction in 2025.When a major utility company needed to relocate a flood-prone substation and upgrade its infrastructure, they understood that success would depend on more than just engineering—it would require strategic communication, public relations, and strong community engagement.
